Control, exploitation and exclusion: Experiences of small farmer e‐tailers in agricultural e‐commerce in China

Abstract

Digital technologies are reshaping the landscape of agriculture. In 2021, around 10% of agricultural products in China were distributed through the Internet. As small farmers are traditionally subsumed by commercial capital in the sphere of circulation, this article investigates what difference online marketing has made to this relationship. Using qualitative data collected from a county in China, we examine the experiences of small farmer e-tailers. We find that agricultural e-commerce provides them with an alternative marketing channel and a larger customer base, increases the efficiency of product distribution and allows them to retain a greater share of the value they produce. However, while extant literature suggests that agricultural e-commerce has increased farmers' autonomy and income, we find that small farmers' vertical expansion into e-commerce by becoming agricultural e-tailers fails to alleviate their subsumption by commercial capital and subjects them to more oppressive forms of commercial capital in three ways. First, small farmer e-tailers are controlled by agricultural e-commerce platforms, as their transactions rely on these platforms that are quasi-monopolies in China. Second, these e-tailers are increasingly exploited by platforms and other cybermediaries whom they are forced to pay for Internet traffic. Finally, small farmers are being excluded from being e-tailers as platforms are becoming e-tailers and they cannot compete with corporate e-tailers.

How to differentiate peasant classes in capital‐intensive agriculture?

Abstract

This paper highlights the relevance of Marxian class analysis to understand the changing nature of agrarian classes under capital-intensive agriculture. It is a methodological exercise that builds on Patnaik's labour exploitation index (E-criterion) in three major respects to construct a new index, namely, the Modified Labour Exploitation Index (MEI), to differentiate peasant classes. First and most important, it incorporates the role of mechanisation, which, so far, has been ignored in the methodological attempts to differentiate within the peasantry. Second, it underscores the importance of non-agricultural (and non-rural) bases of simple reproduction in the countryside by incorporating hired-out labour by agricultural households to the non-agricultural sector into the classification criteria. Finally, it makes surplus labour exploited through land leasing empirically testable by using Marx's differential and absolute rent to differentiate between subsistence and commercial leasing. The new index is then empirically tested using primary data collected from rural Haryana, India. The paper argues that MEI is an effective criterion for understanding changing class dynamics, the shifting modes of the livelihood of the poor peasantry and the largely hidden accumulation processes in agrarian societies.

Behind the ‘creative destruction’ of human diets: An analysis of the structure and market dynamics of the ultra‐processed food manufacturing industry and implications for public health

Abstract

A global transition towards diets increasingly dominated by ultra-processed foods (UPFs) has occurred in recent decades to the detriment of public health and the environment. This study aimed to examine long-term trends in the structure and market dynamics of the global UPF manufacturing industry as part of broader efforts to understand the drivers of this transition. Using diverse methods, metrics and data sources, we examined several dimensions (e.g., industry concentration and profitability) according to an adapted structure–conduct–performance model. We found that the global UPF manufacturing industry has evolved to become a major component of global food systems, with its longstanding dominant corporations becoming some of the system's largest accumulators of profit and distributors of capital. It follows that reversing the global UPF dietary transition will require structural and regulatory changes to ensure that population diets, and food systems more broadly, are not subordinated to the interests of powerful for-profit business corporations.

Agrarian change through speculation: Rural elites as land brokers for mining in Colombia

Abstract

This paper studies the connections between the expansion of mining capital, speculative forms of land grabbing and agrarian transformation. It is argued that in periods of commodity boom, the landowning rural elite benefits from mining through speculative land deals with mining companies. They act as ‘land brokers’ for the mining firms, helping them to overcome a significant barrier to land accumulation through the de facto abolition of landed property. The analysis is based on a qualitative case study on the expansion of coal mining in central Cesar in northern Colombia. To develop my arguments, I refer to the concept of accumulation by dispossession as defined by Michael Levien, and historical materialist approaches on rent, and speculative land dispossession. In addition, I use concepts developed for studying coercive land grabbing and agrarian elite participation in armed conflicts to analyse the mechanisms applied to (coercively) acquire rights to land. It is concluded that with high global prices for minerals, metals and fossil fuels, the expansion of mining in the countryside fosters a process of agrarian change through land speculation that is articulated in a reconcentration of landed property, a re-strengthening of the rural landowning elite and the dissolution of peasant agriculture.

From creating to confronting racial hierarchies: The evolving role of the US state in land policy

Abstract

From systemically dispossessing Indigenous people of their territory for Euro-American settlement to routinely denying African American farmers operating loans in the 20th century, the US government's complicity in creating racial hierarchies in terms of land access is well documented. Less understood is how land policies oriented towards racial equity, namely, the Justice for Black Farmers Act (JBFA), and other initiatives that deal with land access as well as addressing racism more broadly, emerged during recent decades. In this article, we argue that such initiatives resulted from Black-led organizations and other farmer advocacy allies responding to neoliberal policy reforms. Concretely, even as these reforms destabilized farm economies, they also led to a decentralization of agricultural policy administration, which, in turn, created opportunities for community-based organizations to influence land governance. We make this argument after presenting a three-part periodization of the evolution of US land policy, starting with the emergence of racial hierarchies, then the period of partial reforms that began during the New Deal and, finally, the era of neoliberal reform.

Family farmers’ strategies to develop autonomy through agroecological and solidarity economy practices: The case of BioVida in the Ecuadorian Andes

Abstract

Considering the global restructuring affecting agrarian landscapes, we build on the concept of autonomy proposed by van der Ploeg and colleagues (but extended and critically complemented) to analyse how family farmers can build this autonomy to face rural capitalist tendencies and maintain their activities and identity. We offer insights from a case study in the Ecuadorian Andes, the BioVida organization that is linked to agroecological and social and solidarity economy movements. Our findings show that family farming autonomy is not being achieved homogeneously for the whole household but must be analysed through an intersectional approach. Furthermore, there are simultaneous processes to achieve different degrees of autonomy and (inter-)dependency, which are co-constitutive along gender and age lines and are conditioned by structural constraints. Therefore, for our case study area, agribusiness and family farming processes and spaces seem to operate co-constitutively rather than antagonistically in practical terms. Agroecology-based achievements so far act as a localized buffer against adversity rather than an emancipative territorial project of autonomy.

Climate precarity in rural livelihoods: Agrarian transformations and smallholder vulnerability in Vietnam

Abstract

In recent decades, agrarian transformations in Southeast Asia have resulted in significant environmental and social change, yet insufficient attention has focused on the particular pathways by which these changes have increased vulnerability to climate change. In particular, climate precarity, a situation in which class, social, labour and/or gender inequities amplify negative impacts from climate change, has been on the rise for many smallholders. Using case studies in Vietnam of changes to swidden agriculture in upland areas and the loss of deepwater rice systems in the Mekong Delta lowlands, the paper examines social differentiation and ecological outcomes of these processes and how they have increased climate precarity, particularly for poor households and women. Based on longitudinal fieldwork in affected regions, we identify key changes contributing to climate precarity as farming systems intensify. In particular, loss of flexibility in farmer decision-making, loss of voluntary engagement with markets, and declining access to social capital and entitlements have increased risks for households and reduced adaptation options. Suggestions are made to more directly address these elements in future agricultural and climate policies, rather than current approaches to climate adaptation that often promote even more intensification of agriculture, which runs the risk of exacerbating precarity.

Manufactured regional crises: The Middle East and North Africa under global food regimes

Abstract

The current agrarian and food crisis in the Middle East and North Africa (MENA) has been interpreted through a number of tropes. Within the dominant mainstream discourse, the MENA region is often depicted as a homogenous geographical area characterized by dryness, infertile lands and poor water resources. How did imperialism, colonialism and the Cold War influence the MENA food systems? What were the effects of trade liberalization and neoliberalism on the agricultural systems in the region? These are some questions that this paper will try to answer using a geographical and historical-comparative analysis, through a food regimes lens. Understanding contemporary social relations dynamics cannot be limited to the recent period. Agriculture and food in the MENA region are anchored in the history of power relations ruled by flows of capital and the shaping of ecological transformations during the longue durée of capitalism and its corresponding modes of control and regulation.

Going green in Thailand: Upgrading in global organic value chains

Abstract

Under what conditions are some small-scale agricultural producers able to overcome challenges associated with shifting to organic production, whereas most are not? The answers are vital for the global effort to encourage more sustainable, pro-poor forms of agriculture—more organic farming, more sustainable production; more smallholders engaged in green production, more income and better livelihoods. Yet, answering this question is challenging in part because previous analyses of global production networks, such as those associated with organic agriculture, focus more on broad governance patterns than the specific factors and actors that help smallholders shift to organic production and link to far-flung markets. To fill in these gaps, we conducted fieldwork in Isan, Thailand, a major rice-producing area in which many groups of smallholders have attempted to shift into organic production. Doing so allows us to identify the critical challenges associated with upgrading into organic production and analyse how specific actors enabled some groups to overcome these challenges. Our findings provide a generalizable theoretical approach to understanding how to link small-scale farmers to global value chains in ways that can potentially enhance smallholders' livelihoods, spark rural development and encourage more sustainable practices in agriculture.

Adivasi migrant labour and agrarian capitalism in southern India

Abstract

This paper looks at a case of rural-to-rural movement of agrarian capital in southern India and the ways in which capital–labour relations are reworked to maintain oppressive forms of exploitation. Faced with an agrarian crisis, capitalist farmers from affluent communities of Wayanad, Kerala, take large tracts of land for lease in the neighbouring state of Karnataka and grow ginger based on price speculation. Landless Adivasis from Wayanad have served as labourers on these ginger farmlands for the past three decades. Recently, farmers have shifted to employing labourers from a Scheduled Caste (SC) from Karnataka. The change happened not just because of the lower wages the SC labourers were willing to work for but also because of the farmers' inclination to move away from Adivasis who have been resisting the poor working conditions on the farm. The story resonates with the broader dynamics of agrarian–labour relations amidst capitalist expansion and highlights the centrality of socio-political factors at play.
